A dispersion area must meet the requirements of BMP FC.01.1 (natural dispersion) or FC.02.01 (engineered dispersion) from the </SPAN></SPAN><A href="http://www.wsdot.wa.gov/Publications/Manuals/M31-16.htm"><SPAN STYLE="font-style:italic;"><SPAN>Highway Runoff Manual</SPAN></SPAN></A><SPAN><SPAN>.
